Digital depositories will be required to have a minimum capital of 50 million rubles ($0.6 million) to 250 million rubles ($3.1 million). The amount depends on the nature of the company’s activities, including work with open distributed ledgers and the provision of trade settlement services. The depositories’ capital must be liquid, and the financial assets included in it must have high credit quality. Similar requirements are also being set for operators of electronic platforms. They will carry out settlements involving digital financial assets using a nominee account. The new rules will come into force 10 days after the document is published. At the same time, the Bank of Russia is accepting amendments to the draft until August 10.
