On July 18, 2025, Trump signed the law, under which the main U.S. financial regulators were required to issue rules within one year. However, the proposals from the OCC, FDIC, NCUA, and the Treasury Department remained only in proposal status. Other rules involving the Federal Reserve and federal anti-money-laundering authorities are also still unfinished. Some of them remain open for public comment. The law does not say that missing the deadline automatically extends it. It also does not suspend the existing requirements or delay the effective date of the broader regulatory framework. The GENIUS Act stablecoin law takes effect on January 18, 2027, or 120 days after regulators adopt the rules.
